He was a member of the Expert Transit Panel and in the majority opinion concluded that LRT, Light Rail Transit, is the best option for bringing Rapid Transit to Scarborough along Sheppard Avenue East.
He clarifies in this video that both Subways AND LRTs are city building infrastructure. However, they end up building the city in different ways.
